water shortages, wrong bill

received a water bill today from my old house address,900.00.they say the water meter on the inside and outside are wrong and that i must pay under a provision code.didn’t they see this when they read my meter and i’m pretty sure they were inside in that 11 year period,am i responsible for the shortages […]
